Inscription is in French. I believe it translates to "Well-beloved son".

Died 3 months short of his 5th birthday.

I know that the boy drowned on Jamaica Pond after his boat tipped over, and his mother (I thought the parents were still together until recently) would place flowers on the grave frequently. Before her death, the mother gave money to a lawyer to place flowers on the grave frequently (my grandmother told me it was every day). Eventually the money ran out and the lawyer died. However, somebody has placed flowers on the grave frequently, but nobody knows who it is. There might be several variations of this story, this is the one my grandmother told.

According to his death record, Louis died of scarlet fever and nephritis. The story you have posted is a popular myth.
