The son of Valentine & Violet (Flanigan) Watts, he moved to the Gettysburg, Pennsylvania, area with his parents ca. 1846 and in 1860 was a laborer living in Franklin Township, Adams County. he stood 5' 7" tall and had black hair and black eyes.

A Civil War veteran, he enlisted and mustered into federal service at Norristown, Montgomery County, February 3, 1865, as a private with Co. B, 24th U.S. Colored Troops, promoted to sergeant February 8, and honorably discharged with his company October 1, 1865. At muster-out, he purchased his Springfield rifle, sword, and all accoutrements.

He married Sarah Armstrong (per his daughter's death certificate) and fathered Laura F. A. (b. 10/11/77 or 78 - married Richard Henry Thomas). There may have been a previous marriage to Philena E. lnu., who appears to have been his wife in the 1870 census. A teacher after the war, he was a member of Gettysburg's David A. Small Post No. 360, G.A.R., and died in Gettysburg from "organic heart disease" with "old age" a contributing factor.
