Harley Clarence Bailey was born on January 20, 1893 in Preble County, Ohio to
Elizabeth Mae "Lizzie" McKinstry and John Hillary Bailey. He had five siblings: Russell L, Walter E, and Raymond O. He married Ethel J Williams at age 16 in 1908 and they had four children: Richard O, Louis N, Jeanette Lorain and Clarence E. He lived in Richmond, Indiana with his family and worked as an engineer, garage repairman, and molder. He was registered for the drafts for both World Wars. Ethel died in October 1974 and he died two years later at age 83.
