Civil War Medal of Honor Recipient. Born in Scotland, he enlisted in the Union Navy at Boston, Suffolk County, Massachusetts after the start of the Civil War. He was awarded the CMOH for his bravery specifically in the February 1862 capture of Forts Henry and Donelson on the Tennessee River, and for his subsequent service in general (his citation adds the words "and other actions"), while serving as a signal quartermaster on the river ironclad "USS Carondelet". The citation reads "Carrying out his duties as signal quartermaster and captain of the rifled bow gun, S/Q.M. Arther was conspicuous for valor and devotion, serving most faithfully, effectively and valiantly." His Medal was awarded to him on July 10, 1863. His government marker is inscribed with the name Matt Arthur.
