Billy was born to Myrtis Tranum and Annie Lee (Perkins) Eiland on November 5, 1945 in Miami, Florida. He enlisted in the U.S. Army on August 19, 1963 and was stationed at Ft. Bragg in North Carolina.

In the early morning hours of February 13, 1966, Billy was involved in a fatal head-on collision with another vehicle and died just a couple hours later at Womack Army Hospital from internal injuries. He was only 20 years old.

Survivors include his widow Josefina Eiland, his unborn daughter Tammy, his parents Myrtis and Annie Eiland; and his sisters, Betty Jean, Donna Faye and his brother James "Kenny" Kenneth Eiland.
