Commissioned a Second Lieutenant in the USMC in 1899 and was promoted to Lieutenant Colonel. He served in the Spanish-American War, was Assistant Naval Attache in Paris in 1914, served at the Headquarters of the USMC 1914-16, served in Haiti in 1916 with the police force keeping peace there, and later assigned to Quantico, VA where he resigned his commission in 1920. He worked for the Radio Corporation of America (RCA), was president of Readio Real Estate Corporation, and then appointed Assistant Secretary of Navy in 1933. He was the fifth Roosevelt to be appointed as Assistant Secretary of Navy.
