Hart was born in Canada to Norman and Mary (Gaffield) Hart on September 28, 1889. He moved with his parents to the Humbird area while still young and received his education there, graduating from Humbird High School. Post high school studies included graduation from UW-Madison.
After college studies, he returned to Humbird,married Anna Bryner, who proceeded him in death, and farmed until 1943 when he worked for the old Wisconsin Conservation Department for several years. He later was a vocational agriculture teacher in Humbird and Alma Center for 3 years.
On March 4, 1967, Hart married Rose Bryner in Monticello ceremonies. He then worked on his son's farm until retirement in 1971.
