William with brother Jacob and his father Abraham migrated to Decatur County, Indiana from Tazewll County, Virginia,and appear on the 1829 Tax list. In 1830 William and his father Abraham moved to Clinton County while Jacob remained in Decatur County.

In the History of Clinton County, Indiana, ~ chapter XXll, Kirklin Township; it states " In 1832 William Boils settled on section 2 and Adam Vencil on the same section." Adam Vencil was brother-in-law to William.
The first religious meeting in the township was at William Boils' in 1832, by Methodists~ "Anson Beach" preaching, They were considered "Pioneer Settlers" since Kirklin Township was not organized until 1837.
