Eva was the second oldest of fourteen children born to John Edward Hill and Mary Alice (Hayes). Her siblings were: Albert Edward, Agnes (Reid), Lem, Elizabeth Cramer (Hedgpeth), Sarah Ann (Francis), Alvin "Dutch", Mary Ellen (Guthridge), Irene Barbara (Grauer), Burnice, Emily (Womack), Geneva, Jack, and Ada (Winn).

On June 4, 1918 she married Frank A Harper in New Mexico. They had nine children: Eunice, Frances Evelyn, Woodrow Oscar, Oliver Dean, Agnes Myrtle, June Etta, Morgan Ira, Paul Emery, and Ted Edward.

By 1920 Eva and her family were living in Arizona where she remained until her death. Eva was 77 years old when she passed away and was laid to rest in Tempe Double Butte along with her husband Frank who preceded her.
