Tom was born and raised in Columbus, Ohio, the oldest child of Thomas and Katherine. He enlisted in the Army in 1941 and served in the 89th Coast Artillery (AA) Regiment, stationed in Washington D.C., during WW II.

Tom's construction company, Tom Quinn, Inc., built homes in the Berwick neighborhood of Columbus, Ohio during the 1950's & 60's. To own a "Tom Quinn" home" meant owning a quality home. His wife, Rita Born Quinn did some interior decorating of these homes.

One of Tom's hobbies was harness racing. One of the horses he owned was named "Katie Q", in honor his mother, Katherine Quinn.
