United States Navy Admiral. Judge Advocate General of the Navy, 1982 to 1984. Led Navy Court of Inquiry into USS Pueblo incident related to North Korea's seizure of the ship and crew held for 11 months in 1968 that recommended its Commander Lloyd M. Bucher be tried by court-martial. Bachelor of Arts in English (with Honors) at the University of Pennsylvania; member of Phi Beta Kappa; law degree from the University of Pennsylvania Law School in 1954, where he was associate editor of its law review. In 1955 he was admitted to practice before the Supreme Court of Pennsylvania. Later received a master's degree in international affairs from George Washington University in 1972. Commissioned in Naval Reserve in 1955 and assigned to a number of posts in California, Hawaii and Washington. In 1978, appointed assistant judge advocate general for civil law and in 1980 to deputy judge advocate general. Two years later, he was appointed Judge Advocate General, the Navy's highest military lawyer. Admiral McHugh retired from the Navy in 1984 and became associate dean for career development at the McGeorge School of Law at the University of the Pacific in Sacramento and retired from that position in 1993. Military awards include the Distinguished Service Medal, two Legions of Merit, two Meritorious Service Medals, the Navy Commendation Medal and others. Cause of death: congestive heart failure.
