U.S. Congressman, U.S. Senator. Educated at the University of Iowa, he taught school, studied law, admitted to the bar in 1874 and practiced law in Manchester, Iowa. Moving to Evanston, Wyoming, in 1881, he continued the practice of law, was prosecuting attorney of Uinta County, (1882-84) and a delegate to the Wyoming State constitutional convention in 1889. Upon the admission of Wyoming as a State into the Union, he was elected as a Republican to the Fifty-first Congress and to the Fifty-second Congress, serving (1890-93). In 1895, he elected as a Republican to the United States Senate, serving until 1917. An unsuccessful candidate for reelection, he was appointed a chairman of the International Joint Commission created to adjust disputes between the United States and Canada, serving (1919-29). He then returned to Wyoming, where he lived until his death at age 79.
