Brooks was born on the French island of St. Martin. He was a former employee at the V.I. Housing Authority in the 1970s and 1980s. He was a stone masonry construction worker and built many stonewall structures on St. Thomas and in Georgia. He enjoyed planting in his garden and playing with his grandchildren and great-grandchildren.
He is survived by his wife, 4 sons, 3 daughters, 10 grandsons, 6 granddaughters, 8 great-grandchildren, other siblings and relatives in the Dominican Republic; and many other relatives and friends.
