Union Civil War Brigadier General. Being educated in the local schools, Foster moved to Indianapolis at the age of 16 where he became a tinsmith. At the start of the Civil War he enlisted and was mustered in as a Captain at the age of 27. Foster saw limited service in western (West) Virginia with the 11th and 13th Indiana Volunteers. He later fought in the Shenandoah Valley and in the Peninsula Campaign. At age 29, he was promoted to Brigadier General to rank from June 12, 1863. Gen. Foster then served in the seige of Charleston, SC, and in FL. Present at the fall of Richmond, Virginia, Gen. Foster later served on the commission that tried the Lincoln assassination conspirators. Brevetted Major General in Sept., 1865, Foster returned to Indianapolis, where he was co-founder of the Indiana Department of the GAR, serving as the state's 1st Commander-In-Chief.
