U.S. Congressman. Born the son of Congressman William Mutchler, he studied journalism at Phillips Academy Massachusetts and became editor-publisher of the Daily Express and the Northampton Democrat at Easton, Pennsylvania. In 1893, he was elected as a Democrat to the Fifty-third Congress to fill the vacancy caused by the death of his father, William Mutchler, serving until 1895. Not a candidate for re-nomination, he resumed his newspaper activities until his death.
