U.S. Congressman. After serving in the War of 1812, he taught school, studied law, admitted to the bar in 1821 and commenced to practice law in Jefferson, Ohio. He was a member of the Ohio State House of Representatives, in 1826 and elected as a Whig to the Twenty-fifth Congress to fill the vacancy caused by the resignation of Elisha Whittlesey, in 1842. He was reelected as a Whig to the Twenty-eighth through Thirtieth Congresses, as a Free-Soil candidate to the Thirty-first through Thirty-third Congresses, elected as an Opposition Party candidate to the Thirty-fourth Congress and reelected as a Republican to the Thirty-fifth Congress, serving until 1859. Declining to be a candidate for reelection, he was appointed by President Abraham Lincoln as consul general to the British North American Provinces Canada, in 1861 and served until his death at age 68.
