US Congressman. He was the nephew of US Senator John Pool, attended the University of North Carolina (1869-70), studied law, was admitted to the bar in 1873 and commenced to practice law in Elizabeth City, North Carolina. In 1883, he was elected as a Republican to the Forty-eighth Congress and served until his death from ill health at age 32.
