Carolina Governor, U.S. Senator. After graduating from Porter Military Academy, he graduated from Charleston College and served in the South Carolina Naval Militia and the U.S. Naval Reserves during World War I. After the war, he ran a successful cotton export business. He was alderman of Charleston, South Carolina (1927 to 1931), Mayor of Charleston (1931 to 1938), and a member of the South Carolina State Advisory Board of the Federal Administration of Public Works (1933 to 1934). He also was chairman of the South Carolina Public Service Authority (1934 to 1939) and a member of the Board of Bank Control (1933 to 1934). In 1939, he was elected as a Democrat, the 99th Carolina Governor, serving until 1941. After leaving office, he was elected in 1941 as a Democrat to the U.S. Senate to fill the vacancy caused by the resignation of James F. Byrnes and served until his death from a heart attack.
