U.S. Congressman. Born in Somerset, Tennessee, he graduated from the University of Tennessee, in 1922, from its law school in 1924, was admitted to the Tennessee bar and commenced the practice of law in Huntsville, Tennessee. He served in the Tennessee House of Representatives, (1929-30), was a member of Scott County Board of Education, (1931-32) and attorney general of the nineteenth judicial circuit of Tennessee, (1934-48). In 1951, he was elected as a Republican to the Eighty-second Congress and to the next six succeeding Congresses, serving until his death of a heart attack at age 61 in Knoxville, Tennessee. His son was U.S. Senator Howard Henry Baker, Jr.
