World War I Victoria Cross Medal Recipient. He served as a Lieutenant in the 13th Battalion, Warwickshire Regiment, British Army. During the battle at River Hai, Kut, Mesopotamia, on January 25, 1917, Lieutenant in Phillips led his company with courage and skill in the face of the enemy. For conspicuous gallantry, he was promoted Captain and awarded Victoria Cross Medal in June 1917.
