Georgia Governor. He graduated from the University of Georgia in 1893, studied law at the University of Virginia, was admitted to the bar in 1894 and established a successful legal career in Atlanta, Georgia. He served as a Captain in the Atlanta Grays, Company K, Georgia Volunteers, U.S. Army and later on the staff of Governor William Atkinson as a Lieutenant Colonel in 1895. He was appointed to the Atlanta Judicial Circuit as solicitor general, serving (1910-16). In 1916, he was elected as a Democrat the 62nd Georgia Governor, serving until 1921. As Governor, he supported mandatory education for blacks and whites, condemned lynching, endorsed conventions to discuss race affairs and he established eight new counties. After leaving office, he practiced law, was a judge on the Atlanta City Court, (1926-35) and served as a superior court judge in Atlanta, from 1935 until his death at age 76.
