34th Governor of Iowa. A member of the Democratic Party, he served in this position for two terms, from January 1957 until January 1961. Following his high school graduation, he worked for the Chicago, Milwaukee, St. Paul and Pacific Railroad, and then with the John Morrell Company. From 1947 to 1949, he served as Ottumwa, Iowa's superintendent of streets. In 1949 he entered politics when he was elected mayor of Ottumwa, a position he held two terms. An unsuccessful candidate for governor in 1952, and for Congress in 1954, he won the 1956 Democratic gubernatorial nomination and was elected. During his tenure, public schools were restructured into districts; a mental health fund was established; workmen's compensation and unemployment compensation benefits were raised; and a teacher's minimum monthly pension was initiated. Upon finishing his second term as governor, he retired from politics. From 1961 to 1969, he served on the Renegotiation Board, and later in 1969, served as the president of the Chromalloy American Corporation. He died of lung cancer just one day shy of his 78th birthday.
