He attended the University of Mississippi, graduated from the law department of Cumberland University, in 1884, was admitted to the bar and commenced to practice law in Winona, Mississippi. He was a member of the Mississippi State House of Representatives in 1885, district attorney for the fifth judicial district of Mississippi, (1891-1903) and a member of the Winona City Council, Mississippi, (1892-94). In 1903, he was elected as a Democrat to the Fifty-eighth, Fifty-ninth and Sixtieth Congresses, serving until 1909. An unsuccessful candidate for re-nomination, he resumed the practice of law and was district attorney for the Mississippi northern judicial district from 1914, until his death.
