U.S. Congressman. Graduating from Princeton College in 1847, he studied law, was admitted to the bar and commenced to practice law in Williamsport, Pennsylvania. He served in the Pennsylvania State House of Representatives, (1860-61) and declined a commission as president judge of the twenty-sixth judicial circuit of Pennsylvania in 1862. In 1869, he was elected as a Republican to the Forty-first Congress, serving until 1871. An unsuccessful candidate for reelection, he declined the office of commissioner of Indian affairs tendered by President Grant and was commissioner of railroads, (1882-85). He then resumed the practice of law in Washington, D.C., until retiring in1898. Moving to Delaware, he was active in business pursuits until his death at age 94.
