U.S. Congressman. He attended Clinton Academy, studied law at Albany University, was admitted to the bar in 1864 and commenced to practice law in Trenton, New Jersey. He was the reading clerk of the New Jersey House of Assembly, in 1866, a member of the Trenton Board of Education (1868-69) and presiding judge of Mercer County (1872-77). In addition, he was also a member of the board of trustees of Peddie Institute, 1875 and a member of the Common Council of Trenton (1883-85). In 1885, he was elected as a Republican to the Forty-ninth Congress and to the next three succeeding Congresses, serving until 1893. Declining to be a candidate for re-nomination, he resumed the practice of law was elected city solicitor of Trenton in 1900 and served until his death.
