U.S. Congressman. Born in Poughkeepsie, he was a reporter and editor of the Poughkeepsie News Press (1887-1910), Police Commissioner of Poughkeepsie in 1892 and inheritance tax appraiser, (1907-09). In 1911, he was elected as a Democrat to the Sixty-second Congress and served until his death at age 54. Noted author and journalist Richard Connell Jr. was his son.
