Howard served as a 2nd Lt. and Co-Pilot on B-17 (#42-31144), 708th Bomber Squadron, 447th Bomber Group, U.S. Army Air Force during World War II.

He resided in Onondaga County, New York prior to the war.

Howard was "Killed In Action" when his B-17, while flying over Konigslutter, Germany, was attacked and shot down by a German fighter. It crashed near Destedt, about 8 kilometers west of Konigslutter.

Only Sgt. Roger B. Hess survived the crash, and he spent the rest of the war in a German POW camp.
