Charles John Allen was the oldest of six known children of Irish immigrants John and Kate Allen. According to his daughter Vera's 1927 death certificate, he was born at sea. The family originally arrived in New York and, not too long after Charles' birth, they moved to Haldimand County, Ontario and set up farming there. Around 1867, the Allens moved to Preble, Wisconsin with their six children.
By 1870, Charles was working as an apprentice in a machine shop in Green Bay and living with Sarah McMaster and her family in Fort Howard. The rest of the Allen family settled in Pittsfield, Wisconsin.
Charles married Sarah Armstrong, the daughter of John C. and Margaret Atkinson Armstrong, in Green Bay on 18 September 1878. He and Sarah then moved to Minneapolis where he took employment as a boilermaker for the C. M. & Saint Paul Railroad. By 1895, they were living in St. Paul and stayed there until 1909, when they followed the railroad to Murdo, South Dakota.
Charles and Sarah were back in Minneapolis by 1918, where he was a flagman for the Great Northern Railway. They lived together in Minneapolis until Sarah's death in 1926. Charles then moved in with his daughter, Vivian Davis, in Minneapolis and remained there until his death in 1932. His remains were taken to the Lakewood Cemetery crematorium, in Minneapolis, where they were processed and shipped to Green Bay, Wisconsin for burial in the Armstrong family plot in Woodlawn Cemetery.
