U.S. Congressman. He graduated from Corning Free Academy in 1882, was associate editor of the Corning Weekly Journal (1882-91), editor of the Corning Daily Journal (1891-1906) and editor-manager of the Corning Journal Publishing Company (1906-19). He was a delegate to the Republican State conventions (1908-10) and postmaster of Corning New York, (1905-14). In 1915, he was elected as a Republican to the Sixty-fourth and Sixty-fifth Congresses, serving until 1919. After his term he engaged in publicity work for the US Department of Labor and the War Risk Insurance Bureau (1919-21), public relations counselor for the Erie Railroad Company (1923-28) and as managing editor of the Erie Railroad Magazine. At the time of his death, he was director of the Corning Free Library and the Chamber of Commerce.
