McClelland was one of nine children born to William and Ruth Jackson Boles, and the last to die. As a young man he helped his family work their farm, but at age 20 he became an apprentice at the Pittsburgh Locomotive Works. He spent four years as an apprentice, and one year as a journeyman before he was employed at the Westinghouse Airbrake Company. When the firm moved from Allegheny to Wilmerding, McClelland became the toolmaker and utility man at the new shop. He was a veteran of the Westinghouse Airbrake Employees Union.

McClelland never married, and lived variously with family members and as a boarder throughout his life. At age 74, he was struck by an automobile, sustaining fatal injuries. His obituary notes only a sister-in-law and neice as surviving him.
