Lynn was a twin to his brother, Lyle Packard. Lynn and Lyle had one older brother, June; an older sister, Stella, and two younger brothers, Joy and Willard. He was born and raised on a farm in Onondaga, Ingham County, Michigan. Between 1920 and 1930, he and his twin brother moved to Detroit where they worked as drivers. Lynn was a driver for Detroit St. Railways. He also became a U.S. Marine around 1930. For the next five years, he was stationed in various places around the country including San Diego and South Carolina. He became a Private First Class and a Corporal.
In 1935, Lynn married Ruth Grace Bly. They lived in Detroit on Birchwood Avenue where he worked as a guard for Manufacturer's National Bank. They had one daughter who is still living. Lynn's second wife was Elizabeth "Betty" Rimmer, a Tennessee native. They had one son, David, 1957-2006. Lynn resided in Dandridge until he passed away in 1979.
