Virginia Governor. He studied at Hampden-Sydney College where he received a gold medal from the college's Philanthropic Literary Society. After graduating, McKinney studied law under Judge Brockenborough at Washington College in Lexington and was admitted to the bar in 1858. The same year he was elected Buckingham County's representative to the House of Delegates in the Virginia General Assembly. He entered the service as a Captain in the 4th Virginia Confederate cavalry with which he served with distinction until he was wounded in action. He then performed guard duty for the remainder of the war. McKinney was twice a Presidential elector, and a delegate of the National Democratic Conventions of 1884 and 1888. In 1889, he ran for Governor of Virginia against Republican William Mahone. He won the election by nearly 45,000 votes. McKinney succeeded Fitzhugh Lee as Governor, and "Honest Phil" served from 1890-1894. He was known for the Commonwealth's strong economic recovery his excellent administration.
