U.S. Congressman. During the Civil War, he served as a Sergeant in the Marine Corps, (1864-65). After the war, he a member of the board of managers of Pennsylvania's state reformatory, established an insurance business and was a Colonel on the military staff for Governor Robert E. Pattison. He moved to New York City, in 1889, was the principal of an insurance agency, commissioner and trustee of public schools for ten years and a member of board of trustees of the soldiers’ home. In 1903, he was elected as a Democrat to the Fifty-eighth Congress and to the next three succeeding Congresses, serving until 1911. He was again elected to the Sixty-third and Sixty-fourth Congresses in 1913 and served until his death at age 70.
