U.S. Senator. He served as the Attorney General of Delaware from 1913 to 1917. He was elected to represent Delaware in the United States Senate and served from March 4, 1917 to July 2, 1921. He was the 1st U.S. Senator from Delaware to be elected by popular vote. He was appointed Chancellor of Delaware in 1921 by Delaware's 58th Governor, William Denney, and served until his death.
