Charles Wesley Barr, son of Ted R. and Iva Irene (Hickman) Barr, was born on June 20, 1934 at Lenora, Oklahoma. He departed this life in Oklahoma City on July 23, 2007 following a massive stroke. He was 73 years, 1 month, and 3 days of age at the time of his passing.

Charles spent his earliest years of school in Seiling. His family moved from there to Vici in 1946 where Charles then attended school and became a favorite among students, staff, and faculty. He graduated with the Senior Class of 1953.

Charles and Anna (Ann) Outhier became acquainted in Oklahoma City and they were later married in the town of Moore on March 28, 1969. This happy union was completed with the addition of their children from previous marriage – Charles’ children, Beverly Kay, Wesley Gene, and Billy Lee – and Ann’s two sons, Milburn Douglas, and Mark Grady Outhier.

During the time that Charles and Ann were courting, Milburn and Mark were especially attracted to Charles because of his genuine warmth and concern for them as well as for their mother. “Caring” was a quality of Charles character that endeared him to practically everyone he knew. In Charles, Milburn, age 9, and Mark, age 7, discovered the true father figure of their lives. Charles was one who had to serve and share his life with those he loved – not live apart from them. Charles introduced both Milburn and Mark to the sport of rodeo. Milburn eventually went on to be a champion rodeo professional and his three children presently continue in that tradition today. Mark is a mechanical engineer serving his country with defense contracting to the Department of the Navy.

Charles was self-employed for most of his working life. His skills in both carpentry and cabinetry may be found in many homes throughout northwest Oklahoma. He was also a skilled mechanic. Most of his recreation time was spent in carpentry, hunting, fishing, and camping. Both Charles and Ann loved traveling in their 5th wheel camper and visiting the beauty of this country. They worked several seasons as host and hostess of the camping grounds at Ft. Supply Lake and made many lifelong friends among those visiting the park.

Chief among Charles’ passions was his church. He had been baptized at the age of 35 and was a faithful member of the Vici First Baptist Church. He served the congregation as a church steward and usher and both he and Ann taught youth Sunday school classes for many years. They frequently hosted the youth in their home and at the local Baptist Assembly Grounds. Charles became his church’s official bus driver and would wake many of the youth from their sleep on Sunday morning and inform them of the time he would be by to pick them up. He frequently would fill the bus to overflowing and make a second trip for more kids.

Such a beautiful presence – such a kind and loving person – will certainly be missed from this community and his home.

Those preceding Charles in death are his parents, Ted and Iva Barr; son, Billy Lee Barr; sister, Betty Vinyard; brother, Ronald Barr and great-grandchildren, Sydney Barr and Garrett Barr. Suvivors include his beloved wife Anna of the home in Vici; his daughter and son-in-law, Beverly and Gilbert Butschek of Houston, TX; son and daughter-in-law, Wesley and Barbara Barr of Midwest City, OK; son and daughter-in-law, Milburn and Deena Outhier of Weatherford, OK; son, Mark Outhier of Shepherdstown, WV; sister, Gerald (Jerry) Young of Vici, OK; brother and sister-in-law, Donald (Butch) and Cheryl Barr of Vici, OK; grandchildren, Ray Barr, Amanda Barr, Mike Outhier and wife Kristy, and Lynnsi and Amy Outhier; great-granddaughter, Madison Outhier; sister-in-law, Pearl Milburn; brothers-in-law and their wives, Troy and Jean Milburn, and Paul and Ann Milburn – and by a number of loving nieces, nephews, other family members, and many friends.
