US Congressman. Born in Shrewsbury, Vermont, he attended the military academy in Rutland and Middlebury College (1836 to 1839) before moving with his parents to Meadville, Pennsylvania. He received his B.A. at Allegheny College in 1840. Two years later he was admitted to the Crawford County bar and set up a law practice in Meadville, which he maintained for the rest of his life. Finney served in the State Senate from 1856 to 1861, and in 1857 became a director of the Meadville Railroad Company. A Republican, he was elected to the Fortieth US Congress, representing Pennsylvania's 20th District, and took his seat in March 1867. He actively served just over a year of his term. In the spring of 1868 he travelled to Europe for health reasons and died in Brussels, Belgium. He was succeeded in office by Solomon N. Pettis. There is a cenotaph for him at the Congressional Cemetery in Washington, DC.
