U.S. Congressman. He graduated from the University of Georgia in 1909, from the law department of Mercer University in 1910, was admitted to the bar and commenced to practice law in Ocilla, Georgia. Moving to Fort Lauderdale, Florida in 1925, he continued the practice of law and was a member of the Florida State House of Representatives (1930-38). In 1945, he was elected as a Democrat to the Seventy-ninth Congress and to the next four succeeding Congresses and served until his death. Congressman Paul G. Rogers was his son.
