US Congressman, Maine Governor. Born in Woodstock, Maine, he graduated from Gould Academy, taught school and worked on his farm. He helped establish the Republican Party in Maine in 1853 and was a member of the Maine Board of Agriculture. Perham served as president of the Maine State Senate in 1854, was clerk of the Oxford County courts (1859-63) and served as a member of the Thirty-ninth and Fortieth Congresses, (1863-69). In 1870, he was elected as a Republican the 33rd Governor of Maine and served until 1874. After his term, he was Secretary of State of Maine in 1875, served as appraiser in the customhouse at Portland, Maine, (1877-85) and was a site selection commissioner for a new dry-dock on the Gulf of Mexico, in 1891. He died at age 88 in Washington, D.C.
