US Congressman. In 1880, he moved with his parents to Nodaway County, Missouri, later attended Shenandoah College Iowa and taught school in Missouri and Iowa. He was the editor-publisher of the Parnell Sentinel, the Nodaway Forum, a member of the Missouri House of Representatives and president of the board of regents of Northwest Missouri Teachers College. Moving to San Pedro, California, in 1912, he engaged in the real estate and building business, plus was president of the San Pedro Chamber of Commerce. He was also president of the Los Angeles Harbor commission, and a member of the Los Angeles City Council. In 1929, he was elected as a Democrat to the Seventy-third, Seventy-fourth and Seventy-fifth Congresses, serving until his death at age 37.
