United States Navy Rear Admiral. He graduated from the United States Naval Academy in Annapolis, Maryland in 1857, and served on several ships during the Civil War, most notably the USS Penobscot, USS Pawnee and USS Patapsco. He later served on the staff of North Atlantic Blockading Squadron commander Rear Admiral John A. B. Dalhgren. After the war he commanded the North Atlantic Squadron and the Brooklyn, New York City, New York Naval Yard. He was promoted Rear Admiral in 1898 and retired that year.
