Frank was the son of Davis W Blackman and Rosamond A Harrington. He was one of three sons who served in the Civil War. Brother Edwin also served with Co F 15th Iowa Infantry. Henry served with Co A 4th Iowa Infantry.

Frank was a resident of Glenwood when he enlisted as a Private on 10 Oct 1861 at age 19. He mustered in Co F 15th Iowa Infantry on 18 Nov 1861. Promoted to Full Corporal on 7 Jan 1862. Frank was severely wounded in his leg and thigh on 6 Apr 1862 at Shiloh, Tennessee. Promoted to Full 1st Sergeant on 24 Jun 1862. Reduced to ranks as Full Private 20 Feb 1863. Reason unknown. Frank was discharged 16 Dec 1864.

Frank died at Glenwood in 1882 at age 40 years.
