A United States Representative from New York, he served from 1801 until his seat was declared forfeited in 1803 when he accepted President Thomas Jefferson's appointment as Major of Militia for the District of Columbia. He was appointed Lieutenant Colonel Commandant in 1805, Brigadier General in 1811, and Major General in 1813. He served as Mayor of Washington, D.C., from 1830 to 1834, and would serve as Vice President of the Washington National Monument Society (1833), President of the commissioners of the Washington Canal (1834), and President of the National Metroplitan Bank (1814-1846). His mausoleum in Oak Hill Cemetery was designed by architect George Hadfield.
