U.S. Congressman. Receiving a law degree from the University of Texas in 1889, he was admitted to the bar and commenced to practice law in Chapel Hill, Texas. He was justice of the peace of Washington County (1889-92), Washington County prosecuting attorney (1892-99) and district attorney for the twenty-first judicial district of Texas (1899-1906). He also was a member of the Texas State House of Representatives (1906-13). In 1913, he was elected as a Democrat to the Sixty-third Congress to fill the vacancy caused by the resignation of U.S. Representative Albert Sidney Burleson, reelected to the Sixty-fourth Congress and to the next eleven succeeding Congresses, serving until his death.
