Rhode Island Governor. Born in Bristol, Rhode Island, he was the U.S. Consul to the Port of Vera Cruz, Mexico. During the war with Mexico, he provided valuable information that would help in the attack on Vera Cruz which helped U.S. Military forces in the Battle of Vera Cruz. After the war, he served as an interpreter and was a collector of the Port of Vera Cruz. Returning to Rhode Island, he promoted the Southern Pacific Railway and presided over its construction. He was Lieutenant Governor of Rhode Island in 1853, when Governor Philip Allen resigned to become a U.S. Senator and was appointed the 23rd Governor of Rhode Island, serving (1853-54). An unsuccessful in his re-election, he lived in retirement until his death at age 62, in Bristol, Rhode Island.
