United States Navy Admiral. He was Chief of Naval Operations from November 14,1927 until September 17,1930. He graduated from the United States Naval Academy in 1888 and served in the Spanish American War at the Battle of Manila Bay. During World War I he was the Captain of the Battleship New York which saw combat in the North Sea with the British Grand Fleet. He was Commander-In-Chief, United States Fleet from 1924 until 1927. He retired in 1930.
