US Congressman. Born in County Antrim, Ireland, he immigrated to America in 1798, studied law, was admitted to the bar in 1804 and practiced law in Clarksville, Tennessee. In 1815, he was elected as a Republican to the Fourteenth Congress, served until 1817, was again elected as a Jackson Republican to the Eighteenth Congress serving, (1823-25), After his term, he resumed the practice of law until his death at age 72 in Clarksville, Tennessee.
