U.S. Continental Congressman. Born in New York City, he engaged in a successful merchant business with his brother in Madeira, Portugal, making several trips to America (1853-59). Relocating to Philadelphia in 1762, he continued working as a merchant, was the commissioner manager of the U.S. Lottery which funded the Revolutionary War (1776-78) and was a member of the Navy board in 1778. In 1778, he was elected a member of the First Continental Congress, serving until 1780. He also was a trustee of the University of Pennsylvania (1779-81) and was commissioner to France and Holland to negotiate a loan for the State of Pennsylvania (1780-1782).
