Joseph Franklin Fortney was the son of William Thomas and Effiah Fortney. He married Caroline C. Clayton, Grant County Wi. on 29 July 1866 after the Civil War.

Civil War Record; Enlisted as a Private on 10 July 1862 to Company F, 20th Infantry Regiment Wisconsin. Fought with his infantry successfully defeating the rebels at Vickersburg. Miss. on July 4, 1863, a turning point in the Civil War. Mustered Out: Company F, 20th Infantry Regiment Wisconsin on 14 Jul 1865 at Galveston, TX at the same time as his brother William Fortney. He had "blue Eyes, Brown Hair, light complected 5'8"; and was a farmer.
