Born in Fitchburg to Amasa (Mayor and U.S. Congressman) and Susan (Wallis) Norcross, she attended Fitchburg schools and was also among the graduates of the Wheaton Seminary as well as the Massachusetts Normal Art School for teachers.
She studied in New York City under William Merritt Chase, and considerable time working in Paris with Alfred Stevens.
Throughout her travels she collected many works that she sent back to Fitchburg. In her will, Eleanor left both her collection and money to allow for the opening of the Fitchburg Art Center, known today as the Fitchburg Art Museum.
53 of her works were exhibited at the Palais du Louvre, Paris, France in 1924.
