US Congressman, Montana Territorial Governor. He was elected to represent two different Ohio districts in the United States House of Representatives, serving from 1859 to 1869. He first represented the 5th District, having won the seat vacated by Congressman Richard Mott, from 1859 to 1863, then represented the 10th District from 1863 to 1869, having defeated Congressman Carey A. Trimble for the seat. he ran for re-election in 1868, but was defeated by Congressman Truman T. Hoag. In 1869 he served as Governor of Montana Territory. A staunch supporter of the Union war effort, he became a virulent anti-Andrew Johnson proponent, and believed that President Johnson conspired to have Abraham Lincoln assassinated. He was a key figure in bringing about the Impeachment of President Johnson, the failure of which led to James Ashley's defeat in 1868. He twice ran for Congress in the 1890s, but was defeated both times.
